The UAE: the Salary Information File
The Wage Protection System (WPS) is run by the Ministry of Human Resources and Emiratisation together with the Central Bank. Private-sector companies registered with the ministry pay salaries through an approved agent, usually a bank or an exchange house. For each pay run, the employer sends the agent a Salary Information File, known as the SIF.
The SIF is a strict, fixed-format text file with one line per employee. It carries the employee’s identifiers, the bank routing code and account, the pay period, and the fixed and variable pay. The agent pays the salaries and reports each payment to the ministry, which is how the ministry knows who was paid, how much and when.
Salaries are expected in the employee’s account within 15 days of the due date. Late payment leads to escalating action, starting with a stop on new work permits and moving on to fines and referral.
Saudi Arabia: Mudad
In Saudi Arabia the wage file is uploaded each month on the Mudad platform for the Ministry of Human Resources and Social Development. The file is checked straight away against the employees registered for the establishment, and the company’s compliance rate updates immediately. Gaps between what you paid and what is registered show up as irregularities you have to explain.
Why files get rejected
- An employee ID or labour card number that does not match the ministry record
- A wrong bank routing code or IBAN
- Amounts that are not written with exactly two decimals
- Missing fields, extra spaces or the wrong pay period
- Totals in the file that do not match the transfer
What a good payroll system does
- Builds the file from approved payroll, so nobody retypes numbers
- Checks every line against the rules before export
- Requires a PIN approval before salaries are released
- Keeps every file it produced, with who approved it and when
In the UEC system we built, payroll for 650 employees now runs in under two hours and the WPS file is one click. The time saved comes mostly from not fixing rejected files.
